Yea I don't know about Willem Dafoe, but Johnny Depp wasn't Mexican in that movie, he was an American working for the CIA. I believe his last name was Sands.

I believe the director mentioned that he based the casting of Willem Dafoe on the casting of movies from when he was growing up, the white guys playing all the nationalities. Kind of a nod to old movies.
