Spandam is a very odd villain in the world of One Piece, somebody this high ranking should not be this much of a failure.

I always found it cool that a main villian of a shonen arc wasn't some demigod but rather some clown asshole. They did it earlier with Wapol but they also tried to make him a threat. The fact that everybody can wreck Spandam's shit and yet he gets away with a lot of stuff and ruins a lot of shit is pretty cool. Make him super hateable and the end result that much better
