Though the line-up does rotate often.
There's also the fact that DC is trying to make Cyborg a Justice League member instead of a Titan. Well, mostly cause he's one of the only black heroes they have, and Geoff Johns doesn't want to use John Stewart because "MUH HAL JORDAN!"

Yeah my first introduction to Starfire was the Teens Titan TV show whenever I see a comic incarnation of her I'm always a bit put off. Based on the clips I've seen of that DVD movie though, that incarnation of Starfire seems fine all things considered.
