Sasuke defected from the Village, nearly killed (or had comrades who nearly killed) several top young genin, and is at Orochimaru's hideout explicitly because Orochimaru plans to use him as a new host for his body (even if Sasuke has other plans about how that's going to go down, the Village knows this is what Orochimaru wants to do because he told them outright).

Why in the flying fuck would you NOT go way out of your way to try to kill him before that happened?
