eh. not having stuff planned out doesn't really make you a bad writer. most of what happened in Breaking Bad wasn't planned, for example. it's how well you can make the new stuff you come up with fit with the old stuff.

Kishimoto is a really really really bad writer. It's clear he didn't have very much planned from the start and a lot of stuff is inconsistent throughout the series. Stuff like Shukaku being a tailed beast sticks out, but especially stuff like Jiraiya's relationship with Naruto and Naruto's past.

Yeah there are a lot of things about early Naruto that make little to no sense given later revelations.
