Jet Set Radio(Sega at their peak.)
HOTD2(easily the best adrenline shooter I've experienced.)

Excellent thread. I don't have 15, so I'll list what I do have.

1. Space Harrier - This was the game that made Sega a premiere developer back in the days. When this game came out, it was pure magic. To this day, there is still no other game quite like this. They really need to update this for the next generation of consoles. Welcome to the Fantasy Zone!

2. Shinobi - Between Space Harrier and Shinobi, this was tough for me. Space Harrier just brought so much more joy for me as a child, which is why it's number one. Shinobi is an absolute joy to play. To this day, its level design is unsurpassed, and this game plays flawlessly. One of Sega's best.

3. Afterburner - I absolutely love the rock soundtrack that went with this game. It fit so perfectly. This game was also one of Sega's best. Hearing the famous music with updated Afterburner graphics at Sega's theater at E3 brought a tear to my eye. I have such fond memories of this game to this day.

4. Streets of Rage 2 - My friend and I used to play this game to death. Just recently, we played it again, and this game still holds up extremely well. Great, great music and flawless gameplay.

5. Outrun - Wonderful racer where you could drive across many different landscapes. Branching pathways leading to different places was so cool back in the day. Again, there was nothing like this for its time.

6. Virtua Cop 2 - Awesome game. I've actually never played VC3, so I don't know how this compares to that. The Saturn version was a great conversion of the arcade version, and this was another game that I played to death.

7. Golden Axe - An awesome 2 player game. Awesome music, awesome graphics, and just sheer fun. Riding on those mythical creatures was such a joy. Another classic.

8. Panzer Dragoon - Graphically, this game has not aged well. However, for its time, this game was just so magical. Stunning music and simple but fun gameplay.

9. Phantasy Star II - During senior year in high school, my friend and I would sometimes play hooky just to play this game. He would help me navigate the hideously complex labyrinths in this game and working together, we completed the game. Another game that brings back so many fond memories.

10. Daytona - This game absolutely floored me when it first came out. Like so many of Sega's arcade games, their stuff was just so far ahead of the competition's. A joy to play and even a bigger joy watching an expert play this game.

11. Golden Axe Revenge of Death Adder - A stunning follow up to the original Golden Axe. The only reason why this is lower on the list is that this was a refinement to the groundbreaking original.

12. Shining in the Darkness - Great rpg. I actually made maps for this game, and it made playing this excellent rpg that much more rewarding.

There are far too many great SEGA games that I could keep going and going... But here goes for my top 15 in no particular order:

Castle Of Illusion: Starring Mickey Mouse (Mega Drive/Genesis)
Like they say, it's not the size of it that counts it's what you do with it! Castle Of Illusion might have been short, but the sublime level design, beautiful graphics and catchy tunes made the experience feel just like an old Mickey Mouse cartoon.

Crazy Taxi (Arcade/Dreamcast)
The clever design of Crazy Taxi meant that each time you played you'd go to different destinations in different orders with different traffic patterns - making each game a unique experience. And, because of this structure, expert players were awarded with more time, making for a somewhat open-ended game, like Tetris. I once had one game that lasted for more than an hour.

Harley-Davidson: L.A Riders (Arcade)
The spiritual predecessor to Crazy Taxi, I remember feeling like there were no boundaries in this game. Sadly, the strict time limit and unforgiving street layouts meant that you didn't always get to see as much as you'd like.

House Of The Dead 2 (Dreamcast)
Textures! I remember first seeing HOTD2 in my local SEGA Park and thinking that it was the sharpest, most detailed game ever. It was purely a bonus that this also had some of the best designed levels and enemies in any light gun game ever, plus a huge selection of bonus modes in the Dreamcast translation.

Jet Set Radio Future (Xbox)
Although I was a fan of JSR on Dreamcast, I found some of the level designs frustrating, mainly due to being attacked by the police while trying to spray. JSRF may have been a somewhat more straight-forward game, but was also more enjoyable for it. And 60FPS>30FPS!

Panzer Dragoon Orta (Xbox)
This took almost all of the elements that had made the Panzer Dragoon series so brilliant and put them into one of the most beautiful games of all time. And even when you'd got through the shortish main game, there were huge amounts of bonus material to earn and play.

Panzer Dragoon Zwei (Saturn)
Taking what Panzer Dragoon had done so well, PDZ enhanced just about every element and made it all look a lot more pretty. I prefer the music from the first game though.

Quackshot: Starring Donald Duck (Mega Drive/Genesis)
Although a little more clunky than Castle Of Illusion, Quackshot took players on a journey all around the globe, featured a selection of weapons and power-ups, and had great level designs.

SEGA Rally (Arcade/Saturn)
As far as tracks go, I don't think there are many racing games that have bettered SEGA Rally - each course had so much variation and vibrancy. And without the introduction of such sublime handling (which was larger than life, but so much fun to grasp), Out Run 2 would never have turned out so well.

Shenmue (Dreamcast)
Clunky, awkward, unfinished... It's easy to find faults with Shenmue, but have any other developers achieved such a believable town setting since? An old story told with lots of texture and emotion.

Sonic Adventure (Dreamcast)
Aside from being able to fall through random floors and the fact that the game was running at 30FPS when it really needed to be 60, Sonic Adventure featured some great environments, level designs and six unique characters. A special mention also has to go the the fantastic music and the mostly good voice acting. I'm not sure what happened to the GameCube version - it may have been 60FPS, but what had happened to all those lovely Dreamcast textures and vibrant colours.

Sonic The HedgeHog (Mega Drive/Genesis)
Shorter and simpler than Sonic 2, the original game features the best level designs, best graphics and best music IMHO.

Streets Of Rage (Mega Drive/Genesis)
What's this, a 2D game that runs at 30FPS?! Fun gameplay and Yuzo Koshiro's sublime musical compositions has meant that this simplistic scrolling beat-'em-up has become a true classic that remains a favourite with gamers.

Virtua Fighter 3 (Arcade/Dreamcast)
Classic VF gameplay, best level designs and best characters, simple as that.

Wonderboy In Monsterworld (Mega Drive/Genesis)
Incredibly slow and not overly long, this platform RPG featured so beautifully designed levels and a simple child-like atmosphere.

I'm lazy, top5 only

5. Daytona USA
4. Virtua Fighter 4 Evolution
3. Sega Rally
2. Sonic 1-3, Sonic & Knuckles, Sonic CD
1. Shenmue I+II

Game that didn't make the cut:
- Super GT/Scud Race
- Sega Rally 2
- Shinobi
- Golden Axe
- The House of the Dead 2

15- Crazy Taxi- Pure fun! Takes some time to master it, but it's pure arcade fun.
14- Chu Chu Rocket- Insanely simple, great concept...and the multiplayer owns!! Needs to be brought to Xbox Live, STAT!!
13- NiGHTS- Pure Naka. Not a Mario killer, but a surreal experience none the less.
12- Burning Rangers- Amazing game, intense, fun and the music just rocked.
11- Daytona USA- One of the best racing games of all-time.
10- Super Monkey Ball- Top 3 puzzle games of all-time!! The mini-games beg to be Xbox Lived.
9- Virtua Tennis- Gaming crack. "one more game....3 hours later"
8- Castle of Illusion- Beautiful. A fantastic game for it's time, and still holds up to be one of the best 16-bit platformers.
7- Jet Grind Radio- Dreamcast allowed devs to go with games that inspired them reegardless of genre and JGR was one of them, a bold move that pays off with style, substance and fun ass gameplay. Not to mention the soundtrack is god-like
6- Rez- .....no words....
5- Shenmue- Very imersive, felt very real with the people actually having to work and have lifes that revolve around the world itself...a gaming experience.
4- Virtua Fighter 4- Great balance, suberb gameplay and very nice visuals round off the "thinking man's " fighting game.
3- Sonic 2- Blast Processing at it's best
2- Sonic Adventure- Single handedly sold me on Dreamcast. A next gen, killer app at the time and just wowed me every second i played.
1- Skies of Arcadia- Wonderful characters, engaging story line, pristine music, just one of the best RPG experiences anyone could have.

Ristar is so awesome. It's a damn DAMN shame that the game died with the Megadrive. The graphics were fantastic, the head cracking gamesplay was great, and the music [especially the end credits song and the snow level song] were blissful.

I'm so glad people are able to play it via Sonic Mega Collection :)

I see a lot of the usual suspects, many I of course agree with so I won't cover those again. But I will ask, am I the only one that liked the original Ecco? I know it was a bit off the beaten path, but I remember I loved it back then. Course, I imagine if I tried to play through it now I'd smash a great many things in furious anger. Kinda hard to believe I finished that one now that I think about it.

Oooooohhhh, a Sega-love fest for a change. A top 15 will simply not do. A top 50 I shall create:

I really needed a top 50 - I felt dirty not listing some of SEGA's games in my top 15! Astal, for example, had such a fantastic atmosphere, great music and great visuals. Probably one of the prettiest 2D games ever.

Sega had such cool marketing back in the day (in addition to all the great games).

Too bad Sony stole that ball and ran with it. God help me, I got a big kick out of Sega's negative advertising, too (the CD-X ad being perhaps the best). Ah, it brings me back...
