I suppose they're trying to do something other than just show funny online videos, but Daniel Tosh isn't that great of a comedian so any time he's the center of attention (i.e. not just poking fun at a video) the show falls flat. Every time the show breaks away to do a skit or an nauseatingly unfunny and overly-staged Web Redemption, I change the channel.
Web Soup > Tosh.0.
Chris Hardwick sets up the videos, makes a few cracks, and moves on... and when he doesn't, that show tends to fall flat too. Thankfully, they don't do it too often, whereas Tosh.0 does it every damn episode.
Which is why Chris Hardwick doesn't do more than set up the videos and then crack a joke before moving on. He's basically there to introduce clips, and when he doesn't what you just said becomes very apparent.
That's my same gripe with Tosh.0, except Tosh.0 has their unfunny guy regularly doing his own little thing instead of setting up clips and cracking a joke.
