Basically, Tommy will talk to others and train.

Then they get him to call the Dragonzord out. Then he loses his powers. Then back again in new footage. Then again.

Its because in Zyuranger the Green Ranger spends his time in some limbo place because every second he spends in the real world the candle melts away and he dies. Thats why he only appears when the other Rangers are in peril. So in the American version they have to keep thinking up excuses as to why he isnt always with them from the get go.
