I know what you're talking about. And I'm pissed because there's no way (that I know of) to play USF files on a Mac.

At least there was an OST version released; I'll have to hunt that one down.

I always thought of that as incentive to throttle to maximum power right at the start and avoid missing buoys. Sort of like how Baby Mario's crying in Yoshi's Island was incentive to not get hit.

Ah, teh nostalgia. I love WR64's soundtrack so so much. Almost as much as I love the game itself. Definitely the finest piece of software Nintendo has released since the 16-bit days. Oh yes.
