What does this japanese symbol (not kanji) mean?

I've seen this a few times lately, and been annoyed by not knowing what it means. I don't speak any japanese, really, so I have no idea. All I know is it shows up in the menu screen in Minna no Golf 4, and you can pick them up in Katamari Damacy. And, well, you see it around the 'net here and there.

I'm talking about this one, on the left:

I saw it mostly on cars, someone told me that newly licensed drivers have to have them on their car to indicate they're inexperienced.
As for other uses, or whether or not the above is true, I don't know.

Its the symbol for beginner drivers. They use it for beginners of other things though (DDR sometimes has these)
 
yeah, it just means "beginner." you have to put it on your car for the first 2-3 years you drive. there's another symbol, similar color scheme that looks like a teardrop, for elderly drivers.

the text there says "to those beginning"
