Only the publisher who's successfully negotiated rights with the IP holder can release licensed products utilizing that IP. In most cases, these licensing deals are exclusive.

But Marvel has cut it up, quite a bit.

Activision has: Marvel offline RPG rights, Marvel movie rights (Spider-Man, Fantastic Four), Spider-Man unlimited (others?)

EA has: Marvel fighting games (Marvel: Nemesis)

Microsoft has: Marvel online RPG
