Batman for sure. Tony Starks intelligence seems to waver in the comics, ranging from super genius to just really smart. Batman is represented way more consistently.

Stark was always only behind the the other super mega genius of Reed Richards and Bruce Banner.
Batman has always been better at his people skills and that is where the majority of his brain power seems to go towards. Ironman seems to make crazier tech like the Endosym armor which was god tier. Granted I know Batman has had an armor to similar level. The thing is that his creations aren't nearly as impressive in their collective as opposed to Ironman. So I guess as far as human manipulation? Batman easily wins this. As far as technological enhancements/creations then Ironman easily has it. Also Batman often needs help to accomplish things where Ironman is pretty self sustained. Though the problem with that statement is that Batman deals with far more deadly enemies/allies on the daily than Ironman does.

Stark is rich and smart, he invented all his own shit. Wayne is just rich, he has other people build his gadgets.

If we are talking about the movie universes Bruce Wayne is pathetic, he has someone else make all of his tech and does literally zero detective work..
if it's older comics it may be more of a toss-up.
 
Batman is the world's greatest detective and is better at deductive reasoning. Tony is better with engineering and mechanical reasoning. Batman has the edge when it compels to solving riddles and complex word problems, while Tony would trounce him in STEM-related issues. They're smart in different ways, but I'd say that "figuring out how to time travel in a single evening" trumps anything Batman would be capable of.

If you give each a multiple choice exam on quantum physics Tony comes out ahead.

If you ask each to solve a murder, I think Bruce gets there first.

Both extremely intelligent but in different ways.

Tony Stark. he is an engineer. Batman is a great detective but that seems like a specialized field, and also one with not a lot of competition.
Can't outsmart someone who invented Time travel
lol and it takes him like 5 minutes, by asking a computer AI that he invented.

They're both rich trust fund kids born with a billion dollars at their disposal, but from what I've seen, Batman does a lot more hiring of intelligence/skill than Iron Man. It's clear that he pays others to build/design gadgets for him, whereas Iron Man pretty much does everything himself. The obvious answer is Iron Man IMO. Tony's whole appeal is that he's a cool tech genius with a witty/sarcastic personality who barely does anything physical, whereas Bruce Wayne is this stoic, film-noir detective character who uses his fists 90% of the time.
