clearly yes for the OP. i mean beisdes a handful of games, its mostly a pointless thing. OP has been using his wii u for a while without even being able to charge the controller, yet a really basic function is tied exclusively to the gamepad for no discernable reason.

Yes, but only first party titles, only for Wii U, and only in North America.
The Wii U gamepad isn't an optional thing it's essentially part of the console.
Its like they want you to use the primary controller of the system. Shocking. The Pro Controller is supposed to be the side controller, not the main one. Thats why WiiUs ship with gamepads and not pro controllers. I know its a really hard concept for people to wrap their head around.

If it wasn't for stuff like this, I'd box up that awful, eternally charging tablet/pad and never use it again.
There's no good reason to require the tablet for basic UI functionality but Nintendo's stubborn as usual.
I am not defending it. Trust me I get you it is an ass backwards design, especially for a game console, so I won't make some dumb analog like "Well you need gas for your car!" I just was saying that it's the way they made the thing. Furthermore, it's extremely irritating to have to use it for the most mundane functions. When I haul my Wii U to a Smash Bros tournament, a situation in which no one uses the Gamepad to actually play games, I have to also bring the Gamepad anyway just in case I need to change resolutions or audio output settings in the system menu for the sake of the livestream station's needs. And then I have to turn off and store away the Gamepad in a safe place to keep anyone from stealing it or accidentally inputting any commands that would throw off a game in progress, but that's no simple feat because turning off the Gamepad also always turns off the console. So I have to walk a far enough distance away from the console so that the pad and console desync, and only then can I safely turn the damn thing off. There's no good reason why I shouldn't just be able to leave the thing at home in the first place.
I love off-TV play, but Nintendo's hardware design is full of ass-backward inconveniences that literally don't have to exist.
This requirement is silly and the people defending Nintendo for this are sillier. Just another reason why I continue to buy nothing from the eshop.main reason being their account system

I can use a Sega Saturn controller to change my Xbox 360's display settings. And I frequently do this, because I hardly play anything on the 360 except UMvC3, and I prefer using the Saturn controller for that game. Because the other controller the OP is trying to use is also a system controller?
Sounds to me like you're being stubborn and refusing to use the intended controller for the system.
It's uncomfortable to hold for some people, myself included, bulky, heavy, cheap feeling, with a terrible low res, single resistive touchscreen, that you need to jab with your nail if you don't want to have to use the stylus like it's 2005, and has a battery that doesn't last as long as the average fart.
If I could just use the incredibly comfortable, solidly well built but light weight Pro Controller, that lasts me a week or two between charges, for everything, I would, and I know I'm not the only one.
And you so nearly can, it's just every so often you'll get halfway through a menu or process that let's you start off and finish with the Pro, only to decide a single step needs the Gamepad when the near identical prior step didn't, and there's no rhyme or reason as to why or when these roadblocks will be tossed in front of you.
If you could only use the Gamepad for everything but games, that would be one thing, but to let you use something else for most things, but not everything, that's just incredibly annoying, and yet more terrible design decisions.

As was mentioned in the last thread like this we had, you could use any plastic guitar, drum, turntable, hand wand controller on PS3/360 and have total, 100% functionality in any and every menu and UI.
The fact WiiU doesn't have the same kind of support for a first party controller that is basically feature identical to the gamepad is absurd.

Have you can ever done software development before? You ever consider because so much of the UI was loaded on the gamepad screen that it didn't exist or have the appropriate code to display it on the screen? It really isn't that hard of a concept. I pro controller is a stripped down gamepad. Most periferals people are talking about are at there core the original consoles controller with additional features added or just built differently. It makes sense how this would happen, it sucks, but it totally makes sense.

I'm lounging on the couch and don't want to hold the bulky pad? I always leave the pad on the cradle near the tv and prefer the pro controller or Wii more because it's easier to use with one hand.Typing with anything but the gamepad seems pointless. Because it's part of the console itself. People keep trying to take apart something that is tied to the console itself, it is the main controller as much as we don't like it.But please keep being reductive and explain to me how a touch screen is absolutely required to input credit card info.
Which I'd have prefered frankly. If they've added Pro Controller support, they should have done it properly, not half arsed it like they clearly have.
There are moments when I love this console, when I'm just spending hours with Bayonetta, Smash and the like, and it's just fun!
But then I'll need to faff around with a load of menus and swap controllers or just do something annoyingly convoluted just because Nintendo seem to have ignored every other tech company in existence when it came to designing the UI, and didn't think that if you're going to offer people a choice of inputs, different people have different tastes and preferences.
Take Hyrule Warriors. I want to use the Pro Controller, but also want to use Amiibos with it. I can't do both. I have to start with the Gamepad, add the Amiibo unlocks, then go back to the main menu and restart the game to be able to use the Pro. It's just such a fucking hassle.

Yes. Two sticks a dpad and a bunch of buttons, just like the gamepad. No screen? Hey that's what the TV is for. This is in comparison to aforementioned drums/guitars which are far, FAR less feature identical to standard PS3/360 controllers AND made by 3rd parties yet retain more utility than the pro controller.
