It does. The queue time is a "how many people have left out of the total in queue in the last X minutes". So, if 50 people leave in the last X minutes your queue time can go down to something silly like 5 minutes even though 300 people are in front of you. Then when only 2 people leave in the next 4 minutes you will shoot way high. It generally stays fairly steady, but sometimes it jumps way up or down.
That's really funny too!
If I had bought this game and this had happened to me... I would have called Blizzard and asked for 3 months free. (Price of the game = $45)
