It's his default name is you don't enter anything, I'm pretty sure.
You give the scale you get from the red Gyarados to Mr. Pokémon. It's way later in the game and you have to give it to a Pokémon as a held item for it to do anything. I think you can drop it too.

It was a bunch of random directions then a b that defaulted to end, then an a/start. So we got the default name.

The one time I decided not to catch the starter bird, it ended up being one of the best pokemon in that game. Luckily I went back to get it later on.
