depends on how you define surgery (double eyelids tends to be the birthday present, that's very minor and isn't even considered plastic surgery).
but we are talking about extreme cases here. Of course Koreans have that as well, they even have a term for it that translates into 'plastic surgery monster'. Typically they look like your standard sci-fi alien cliche.
