Correct me if I am wrong but I highly doubt that doubled level cap and new difficulty has anything to do with the DLC.
1. PSN description did not say anything about doubled level cap, etc.
2. That seems like a game update, rather than a "buy DLC and get double level cap.
If they changed how it works on Vita, then that's good! But on XBLA, as taken from the item description:
"Kurisu from Steins;Gate joins the cast of "Phantom Breaker: Battle Grounds" as downloadable content.After purchase, Kurisu becomes available on the character selection screen in both the Arcade and Battleground mode.This downloadable content also raises the maximum level for all characters.However, players who have not purchased this content will not be able to play the online cooperative or versus modes with those who have."
In PB's case, that DLC price (relative to the main game's) "with more to come" is rather unappealing. :/
Ports/later version only really becomes a crime when they announce (or release) an updated version within some 9 months and they give the newer version some bonus/lower price.
Well, that's just me.
It shouldn't be unappealing in PB's case; These are lovingly well made sprite-art characters full of personality, animation, and even with things like their own music, full of moves that upgrade individually every few levels, and can be used across all difficulties and modes (excluding story). They're wholly unique between each other, not just a remix of recolored pre-existing sprites, or some obviously-cheaper-to-make-than-the-original bonus content.
The cool thing about PBBG is that they're actually trying to support the game not only to new adopters, but also to the people who bought and made the game popular in the first place.
I don't mind paying for solid content for a game that I enjoyed this much, especially when it's worthwhile stuff for a game type that is rarely done as well as this. And I love the fact that they aren't doing a "port and forget" way, because I hate when the only way to get an improved version of a game you love is to buy another unrelated system.
