This doesn't look slow at all. Maybe it was just early footage we saw making it appear "slower" than it actually is.
I dunno, that looks pretty slow to me. Especially compared to Melee. I know Sakurai said he would try to strike a balance between Brawl and Melee, but this doesn't seem like a good balance. However, this is only a small gif. I'll wait until the final build is shown off and make my decision then.
For some reason, the Wii U version seems far faster than the 3DS one to me.

Actually those 3DS gifs are misleading. The footage of the 3DS version from E3 last year was a bit faster. In all honesty though, I'm expecting the 3DS version to be like Smash 64 speed, which isn't necessarily a bad thing.
Smash 64 speed without the hitstun isn't Smash 64

That goes for almost all 3DS games and their screenshots floating around the internet. In motion it will look so much better. I'm kinda experiencing that right now with Professor Layton vs. Ace Attorney. Initial screens didn't look so hot, but playing it right now and seeing it in action is so much better. Plus the 3DS connectivity for multiplayer being wireless, as well. Using the 3DS for competitions just sounds like a mess for tournament organizers and streams. You can't use that .gif as proof of that, though. All trailers prior to Brawl's release never showed you could air dodge out of hitstun. The CPUs or humans in the videos didn't air dodge out of hitstun -- probably to make the game look good and flashy. It's why I'm very skeptical of this (air dodging out of hitstun) for Smash 4 to this day.

If they mean wavedashing, I dont really want them in. Nobody's hands should have to put so many inputs in at once at such speed. It does things like give handcramps and make it such that people who cant move their hands fast enough struggle tremendously

Which is entirely cancelled out by the fact that each 3DS system has to transmit that data to the other 3DS, effectively adding the same amount of hypothethical lag.
Also: unless an option to use a third 3DS to purely spectate the match exists competitors would either be required to install image capturing hardware (very costly!) in their 3DS or wouldn't get to use their own 3DS (which I doubt most competitors would accept).
EDIT: Capture Card only is $245 on this site, with 3DS it is $421
