I don't know, I never got that impression from his dialogue. It just seems like all they think is that it's a weird ass egg, that ended up hatching into a weird ass rare Pokemon in TogepiPretty sure eggs were discovered pretty much at the beginning of gold and silver. Hence the whole big deal about getting it from Mr. Pokemon's house and all that
