I don't see why not. It's the beginning of a generation so there were those launch shenanigans (which meant that Sony just basically focused on the launch & Spring line-up for the first half a year) and developers might not be able to show their games too far away from release since building a game on a new platform means everything doesn't necessarily start coming together until a bit later in the development cycle. So Sony has basically just been so busy trying to get the PS4 out in a lot of regions instead of focusing too much on the future.The real issue with a 2014 release wouldn't be the game being ready or not but if Sony would put out a game with such a short time available for the marketing push.
And look at MS, they just announced Forza Horizon 2 for a Fall 2014 release, no reason why Sony couldn't do it for 1-2 games around E3 still. If they announce a game now for a November or December release, that's still 5+ months of marketing + Gamescom, TGS and other smaller conventions where they can show the game. It would be quite uncharacteristic of Sony to not have a game for their most important platform in September, November & December. I mean, even if something like The Order was revealed a year ago, it's not like we've really seen all that much from it, so it's not like Project Beast would really end up getting all that much less exposure. And it might be actually be better for, say, Project Beast's hype if they reveal it now for a Fall 2014 release and people know it's not another 1-1,5+ year wait like DriveClub, inFamous:SS and The Order have ended up being.
I think Sony pretty much HAS to announce at least one big game that will still be released in 2014, otherwise they'll have a pretty poor Fall and holiday line-up (I know, Destiny and multiplatforms, yada yada yada, but Sony can't just have DriveClub as their one and only original 2014 retail release for the rest of the year). Either that or Rime, Shadow of the Beast and such are 2014 releases even though it was rumored they wouldn't happen until 2015. Not to even mention we are very far from Sony's promised 20 games during the first year or so of PS4's launch. Even if something like The Order was delayed and SCEA SM's one game was cancelled and even if there have been a couple of other delays or cancellations, there should still be quite a few new games to announce for 2014. Most are probably PSN games, but there might be 1 or 2 bigger retail releases amongst them as big surprises.
