Given the gravitas of the article and the position of these two people, it does seem pretty official. I'm not sure the Editor in Chief would post something like this without adding "rumour" if they weren't confident about it.

The only way we'd be more excited for a The Last Guardian reveal at this point is if we believed there was no way in hell it was happening. That's what the rumor is for.
