Might not be so easy. For the goal you only need a cam in a fixed angle at the posts. Off side can be at any position on the field. So you would need camera's every where, or better, camera's in the top tracking individual players and software to use it correctly.

Also would need to identify body parts as an arm in an offside position isn't offside but a leg is.
