If it slows the game and introduces challenges etc, then no, some might argue that it's not a help.

And for the record I think video is a good idea, but it has to used in the right way and it won't be the saviour of poor decisions. Humans have to interpret the 'evidence'.

I think a fourth ref, watching during the game and being able to watch re-runs and able to contact the main ref ought to be enough.

It will greatly reduce poor decisions. The difference between a split second decision and looking it back, slower, from 2 angles is huge. But yes they still have to interpret it.

So.. question since I forget the rules of the world cup... what happens if they get a tie? are they both out?

Better than the split second interpretation of the ref, no? Why would it slow the game down? We're talking about a disallowed goal here. Usually the game has to stop anyway.
