Is it racist to paint your skin white if you are black?

Because for me, if some people wouldn't paint their skin black when dressing up as some black person, I would find it very strange since it would seem more racist to not acknowledge that the person is black.

President masks are common enough (although usually its people that despise that particular president bush/clinton/obama that wear those masks IMO)

however there has been pushback recently against race-based costumes for halloween, and masks could be part of that. Like an asian food take-out box for example
