true, though 1990 was notoriously defensive, has the worst goals to game ratio of any World Cup. led to banning of the back pass, 3 points per win, modified interpretation of offside law, etc. less of an Argentina issue, more just a general defensiveness across the board (ie. every team was failing to score and thus making penalty shootouts inevitable).
