Last man is usually a phrase to help show it would be a clear goalscoring opportunity.

So if it was the last defender, having passed that defender the attacker would then be in a one-on-one scenario with the keeper, thus having a clear goalscoring opportunity.

If there are more defenders before he reaches the one-on-one scenario a goalscoring opportunity may not arise, and so discretion is needed.

The rules only say "denying an obvious goalscoring opportunity". It doesn't matter if it was the last man or not.
 
David Luiz is just a terrible defender. Hard to believe most brazilians love him, despite the fact that he's nothing but an emotional player that should be playing as CDM.
 
It did not though, he let go a bit before that.... and he fell outside the box too. Falling and rolling into the box, when the contact is gone is not what a continuation foul is about ffs.

FIFA advises refs to give benefit to the player getting fouled taking into account his momentum. Robben gets touched outside but falls inside the box. it's always a pen.

it's the same base of the "continuation foul", where a player gets fouled outside but keeps his momentum and keeps getting fouled into the box by the same player.
