Here's my shot at a Pittoo moveset (specials and FS anyway):
Neutral Special: Standing Charge Shot - Pittoo carries the Dark Pit Staff at all times and uses it for various normals, but for his neutral special he fires a very powerful shot that travels straight for a very long distance (more or less the entire screen). The shot does more damage when it hits from far distances (just like in Uprising).
Side Special: Pandora Claws - Pittoo dashes to the side (imagine Pit's Uppserdash Arm animation). If it makes contact with an opponent, Pittoo will do darkness damage and send the opponent flying backward. If it does not make contact, the claws will summon a Pandora-esque ball of energy that lingers for a couple seconds and does darkness damage to those who touch it (like the backward dash charge shot in Uprising).
Up Special: Power of Flight - Sort of at a loss for this one, but I'd say just make it travel less distance than Pit's and make it actually deal damage.
Down Special: EZ Cannon - This move is chargeable (cannot be stored). When charging, Pittoo begins by aiming the cannon at the ground. While charging you can move the stick left and right to adjust the aim. Firing a shot that isn't completely charged will result in a bouncing cannon shot that will travel a distance (determined by the amount of charge) before exploding. If the shot is completely charged, it will detonate where it lands. If the stick isn't tilted while charging and the shot is fired at Pittoo's feet, it will explode immediately, regardless of charge. (Fully charged shots that detonate in range will deal minor damage to the user).
Final Smash: Great Sacred Treasure - Pittoo flies around freely in the Great Sacred Treasure shooting energy blasts. These shots aren't particularly deadly, but at the end of the Final Smash the Great Sacred Treasure falls away leaving only the cannon and the Final Strike. Pittoo can run freely (albeit slowly) until he uses it, and it is very very powerful (but difficult to score a hit with).
