I always get an error message when I try to send a request. Like "The message you are trying to send is addressed to too many recipients."

Honestly people don't worry too much about not being accepted into primary. There isn't an actually useful reason in being part of primary, you'd just be a number to it and can't join the clans as they're full. Focus on getting into your regional/small group and make sure they're in the alliance. That's basically it.
