You pull him aside and let him know that sex in public is likely illegal and is not an appropriate use of break time because he's still a representative of the company. You also let him know that any further reports, whether from him, the recipient, a random stranger who happens to walk in on him, a passerby who overhears the activity, a co-worker who he sucks-and-tells to, etc..., would be handled per company policy on sexual harassment (which I'd bet includes the "up to and including termination" verbiage.)

The guy probably felt comfortable telling you since he felt a rapport with you, firing him for a break time misstep and over-estimating your relationship seems a bit harsh (although given the likely illegal nature of his activity, it may certainly be within your purview,) but you should clearly lay out boundaries.

If/when it happens again and someone else ends up firing him there will most likey be a "Well when I told so and so he didn't really seem to care." At which point you yourself will probably be in trouble.

I literally can't wrap my head around the logic used in this post. Like, it's making my brain hurt. He left (presumably while still on the clock) for twenty minutes to go to the bathroom. While in there, he performed a sexual act on a complete stranger. Now, had he done this and not told anyone, it's the first day and he was gone for twenty minutes in the bathroom, if this were my business I'd sit him down and make sure he had a damn good excuse for being gone for so long while I was still paying him money. Had he just been gone for twenty minutes and not had a good excuse, I'd give him a warning about it. The fact that he openly (proudly?) confesses that he was gone for twenty minutes to give a stranger a blowjob is inexcusable no matter what the profession. Why does what bathroom he use to suck someone off even matter? Agh, this is making my brain hurt again.
 
Who takes 20 minute bathroom breaks? When I have some serious bowl movement it can take 10 minutes but 20? If I was you I wouldn't have let that slide but you did in the first place because you didn't see the work as too pressing.

As for having sex during their free time I personally wouldn't be totally against that but you work in a public area like this train station. You should cut him loose and tell him if he wants to have sex with people do it at home and not at work.

But yeah, you can't have employees engaging in sex acts while on the clock, unless their job is to perform sex acts. You're going to have to fire him. Or give him a warning and enjoy having a conversation whereby you have to explain to him why you don't suck dicks during work hours, regardless of whether you know the owner or not.

And another reason why it was so shocking was because it was pretty much the LAST thing I expected to come out of his mouth. He's a sweet, quiet guy. The type of person that doesn't leave much of an impression on you, but what's there is pretty agreeable. I'm pretty sure a lot of that is New Employee Shyness, but it didn't seem like a huge deviation from who he really is.

Not only is he wasting company time, he is also opening the company up to potential sexual harassment suits. Talking about sucking or fucking people on the job is not conducive to a good work environment.
