Chests I have no clue about. That's not a feature I've come across before, so I don't really know how Bungie has implemented the lockout mechanic for it. They may actually only be lootable once per week across both difficulty levels simply because they're guaranteed loot rather than dice roll loot like the bosses. But that's just a guess.

Perhaps he meant he got an Exotic Shotgun and equipped that instead of the Exotic Rocket Launcher.
