Actually, the weedman is "chanting" and it's a very important component of the competitive drag scene. Dancers not only have to keep in time with the beat that's playing, but they also have to keep in time with MC. You can memorize a beat, but you can never really know what's going to come out of the MC's mouth. lol

Whaacking is characterized by sharp, precise and symmetrical "flailing" of the arms. Also, while voguing can get a bit erratic, there's a much bigger importance placed on mainting a "groove" with Whaacking. Disco, afterall.

Whaacking and Voguing have similar origins--they're both competitive dance styles that originated by minorities at around the same time--but Whaacking's not so specifically tied to the gay community as Voguing is. Whaacking is more closely associated with the disco (and early 80's scene, where it would go on to evolve into Pop-Lock/B-Boy style).

This reminds me a lot of ballet (moreso than other modern dancing), I dunno why people are so reviled by it. The technical prowess is super apparent.
