well, er, it's gonna get buffed!
it's a matter of opinion really. if you want to do the hard mode raid ASAP then you wanna hit 29 asap in whatever matter possible. if you're okay taking things more slowly then waiting at 28 to spend your shards on your first raid gear is a reasonable approach too.

I hope your right but I read this:
Rare (Blue) and Legendary (Purple) Engram drops added to the potential rewards for:
Vanguard: Tiger Strike Playlist
Daily Heroic Missions (first time per day)
Weekly Heroic Missions (first time per week)
as meaning that before, these activities never offered engrams, NOW these three offer engrams, Tiger offering Blue, Heroic stuff offering Purple.
I'd love to be wrong.
Yeah, 28 isn't going to cut it if you want to do hard mode. You'll be limited your chances at getting raid gear / better gear from hard mode.

I call it testing my boundaries. It's a method of making yourself the most efficient player possible.
Now, there is a component where you should be learning from your failures, and not full on repeating them.
True but I already did the raid this week and Nightfall yesterday (did not get the gear, just bunch of weapons). I would rather just get to level 29 so that I'm capable of doing the Hard Mode Raid.

Technically they did. I think the thing a lot of people aren't realizing is that the drop rate of legendaries wasn't going to increase with this patch. It's just now when you get that engram that's going to turn in to a blue, it will actually be a blue engram instead of purple.
I worded it poorly / didn't fully flesh out my thoughts. Apologies, it's on me. Figures, I make fun of people for not reading (not you two) and then craft a poor post. Of course.
I remember reading the character bit and the exchange bit, but I guess what I mean is, why wasn't it tested properly so they could see people freak the fuck out?
The only thing I can think of is they explained, in detail, beforehand how the engrams worked so people knew purple != purple necessarily.

A guy in Crucible was absolutely annihilating people with that thing last night.
I think it would have been fine if the purples at least USUALLY gave you a legendary, just like the greens usually gave you an uncommon and the blues usually gave you a rare, but occassionally gave you junk from a lower tier. But for whatever reason they made the purples only rarely give you legendary stuff, so they weren't even consistent across the various tiers. You could argue that some randomness of having these WTF moments keeps things more interesting, but what they had before was basically the expectation of disappointment.
You already got the Hawkmoon since the patch went live earlier?

You have it slightly wrong. Blue engrams are guaranteed to be blue and up now. Purple, purple and up.

Strike playlist still needs fixing. Why am I having to run th same strike 4 times in a row?
Also, we need more and higher level strikes to keep this game doing. I don't really care to raid, I like getting in for a bit, doing some strikes and getting off.
In that vein, gam is running out of content, and the loot table, is woefully inadequate.

I'm not saying that it won't be lethal in the right hands, but to me it felt very underwhelming in PVP. I've also come up against it before and didn't see it as much of a threat.

The chance for purples coming from a blue has increased in the patch, which is nice in theory.

Yeah I tend to aim for the junk area and it's an instant one shot from even 20 feet. In full auto all you have to keep pulling down on analog and you keep it accurate. Just went 16-0 with it on skirmish last match.
Invective isn't a primary.

That's what I mean. Pre-patch the majority of purple engrams you got were still going to turn in to blues and, because of that, you found more purple engrams. Now those purple engrams that were going to turn in to blues are actually blue so there are less purple engrams.
