That's immediately where my mind went upon seeing this and the promo. We gotta remember how Roy was originally injected. What was done to him was different from the soldiers that were unleashed by Slade. The soldiers had their injections filtered and there is no telling what Slade and Rochev did to him before Ollie and Digg found him. Him being a sleeper this entire time, and possibly aimed at Sarah by Slade isn't out of the question.
