But anyway, when the Flash first beat Piper, why did the cops not arrest him. The law is ok with Flash abducting / imprisoning people now?
The problem was he hadn't leveled up enough to acquire the Disarm skill. The Rogues fight finally gave him enough experience points.

I don't think they are the same person, but lighting doesn't prove anything. Barry in the future could loose his powers and using artificial means to access speedforce could change the color of lighting.
It would be extremely sad (in a good way) if the whole arc would be about young selfish Barry using his powers to save his mom and fucking up the whole world in the process, only for old Barry to be forced to go back in time and kill his mother ,just to fix his young self's mistake.

Wells has me flummoxed.

Over the years they’ve appeared with and without superpowers. True fans know that this particular gang first appeared on Arrow as bank robbers. This explains why there are only three cards in the deck—one of them died in Oliver’s arms.

Good episode.
I'm willing to overlook it in the first season for the sake of allowing the show to establish itself before I start "docking points," but I would like for season 2 to be less about procedural villain of the week shenanigans and go for a more substantial overarching plot.
I'd personally like to see villains have more staying power, perhaps have their own mini arcs. Pied Piper fell flat this episode despite having potential. I think the IGN review got it right, the writers failed to give a more even-handed approach to his villainy.
Gotta build the gallery before you can dive into major arcs really.
I didn't really like Piper's portrayal here due to the effects but he at least used some strategies to try to counter the speed. Which is nice.

For major arcs significant to the overarching plot, sure, but establishing villains could be mini arcs in and of themselves that flesh out the villains and give them their own origin story. It's a brave new world of metahumans after all, and I'd appreciate a more in depth view at it.

That's what I've been saying, man. STAR Labs about to have a scandal on their hands when their inhumane violation of basic rights is brought to the public.
That's... what they're doing...? Most of the rogue gallery we've seen thus far are developing into their own mini-arcs. We'll see them again and again. They're just not doing direct 3 and 4 ep plots of the same villain(s) back to back.
