Does this game use GFWL? On the social site there isn't an option to link your Steam account.

No it doesn't use GFWL that service is dead it just refuses to acknowledge it's dead and there is an option to link your steam account to the social club.

I think there's a small patch to be applied before you can play, so maybe that's what that is
