Since Sony worked as the publisher, they had the final say on it as well. A development studio will put forward submission candidates to their publisher, who then lets their QA go through to see if the submission candidate.
So yeah, Other Ocean and Sony deserve about equal blame.

LMAO, this reminds me that the arcade (accepted by pros) version of Super Turbo is buggy as hell. One of the bugs, IIRC, is sometimes randomized damage; I may be wrong, but from what I remember, a move will not inflict the same exact damage to your opponent 100% of the time.
The highest levels of advanced, professional Super Turbo play have even embraced a lot of these bugs, but I wonder what would happen (i.e., PR meltdown) if Super Turbo were released in its original buggy state today.

Its called Third Party Production and they are under Sony for doing ports and stuff. They fucked up big time, the guy who runs it as head hasn't posted on Twitter. Mike Ross cancelled this weeks Capcom Talk and Combofiend is nowhere to be seen. Shit is going down and they are running away with the child support money.
