Some person/group must be angry, all it takes is getting into contact with botnet owners, there are IRC channels and everything for them where you can pay for a DDoS attack from them where they carry it out for you. Also there were a few people doing this for swatting as a service where you'd pay for someone to get info on the target and do the call. It's fucked up.
