They just went back to Art of Fighting Ryo, where he couldn't throw fireballs properly.
They aren't. Cammy's facial design is probably the best I've ever seen in any fighting game ever.
They're just going for something different here and it's not working.
Art of Fighting Ryo could, KOF Ryo couldn't after KOF96.

That's just the quality bar they set for themselves with SF4.
I want to have hope that if Capcom was considering yes, Combofiend pushed for no.

Someone has to pry this info out of Combofiend and if he says yes, force him to make Capcom change it.
Would be surprised if they gave him that kind of advantage, considering how they nerfed Ryu's parry.

So far the precedent for this game is that you can't cancel uppercuts into v-trigger on block. No reason to believe otherwise.

true, but given that it looks like some kind of cancel, maybe he can? it might be unsafe even if you can activate on block, since it looks like he just shoots forward.
