If I were in Sataya Nadella's shoes, I'd just take who's left in the hardware division and go all hands on deck for a fourth-gen Xbox. Learn from your mistakes, do a full-on postmortem on what Sony's doing right with the PS4, learn from there, and take it from there. No compromises. No surrender.
I guess this begs the question, but where does the Xbox brand go on out from here? The recent job cuts in the hardware division don't bode well.

All the game you listed have a very good fanbase in the west and Xbox sales is good there so it's no brainier not to release it on Xbox even by Xbox One today sales. These games not releasing on Xbox 360 last was a mistake and they're fixing it now it's really that simple.
That being said games that don't have a large fanbase in the west like Persona or disgaea are still not coming to Xbox because they don't have that much appealing in the west. It's not about who is the best selling console. As long as the console have a reasonable fanbase which XOne has then there's no reason not to release FF OR KH or MGS on it.

It's fascinating you're using only SEnix as an example of Japanese support for XBO and nothing from the mid-tier developers (i.e. the exclusives from Bamco, Koei, NiS etc) but if you're using SQEnix as your only barometer then why didn't XBO's similar architecture help in announcing ports of these games - World of Final Fantasy, Dragon Quest Builders, Nier 2 etc etc?

Who can blame them? MS on their game equals most powerful console + all kinds of third party deals and money exchanging hands.

Those two specific titles were announced before the systems released, when assumptions were that they'd be highly competing in all important markets, and the divide for their titles would be split.
Since then, that has not been even remotely the case. Japanese titles continue to sell far, far, far in favor of the PS4. The split for Type 0 in the US was around 85% for PS4, and even higher everywhere else in the world.
Almost every new Japanese title announced was not announced for the XB1, and that seems likely to continue. The market for Japanese titles is effectively showing to be non-existent to the point of not redeeming the costs of porting.
Kagiri has talked about that sort of thing too. Before launch, assumptions were very different from the reality we have now. Those have all been thrown away now. When I look at preorders of upcoming games in our stores, any Japanese titles listed for both systems have almost no baseline for XB1 releases. I'm not saying no one would buy them at all, but to the publishers, I doubt it seems enough to justify releasing XB1 skus, especially outside of anywhere but the US, which wouldn't go over well anyway.
It's not just dev costs. You have localization costs, things like getting rated and release permits in all the relevant nations, localizing by subtitles for different languages/regions, or dubbing if they go with localized dialogue too. People hand-wave the costs for porting games to release on another system, but when you consider the potential market for that ported version, it's not a 'no-brainer'.

Mainline Final Fantasy and Kingdom Hearts sell a shit ton in America. Xbox, despite it's poor sales everywhere else in the world, still has a large presence here in the States. Smaller and mid-tier Japanese games will skip the console but stuff like FFXVI and KH4? They'll be on Xbone barring any exclusivity deals with Sony.
Mm, no, I think you're wrong. I'm speaking purely from retail perspective here; Across just the one district, XV has over 300 preorders on the PS4, and 10 on the XB1, and KH3 has over 200 on the PS4 and 10 on the XB1. I wouldn't be surprised if those 10 are the same on both games.

But no, you're wrong in that FF15 and KH3 will actually sell anything on Xbox One.
My perspective on "big" Japanese games potentially skipping Xbox is this :
Let's assume for one, that porting to XB1 is cheap, and that even though the number of sales is bad, it's still enough in quantity to offset development cost and make a profit....
The sales are lopsided enough that I could see an exclusivity deal, be it timed or permanently exclusive, be more than enough moneys exchanged hands to offset the profit from the sales of XB1 SKUs.
Something like this surely only really works in the early years of a console, see games like Lost Planet, Bioshock, Mass Effect 1, etc.
It'll only be a matter of time before MS sells enough where Sony can't afford to offset the cost of buying exclusivity or it simply isn't worth the money.
This is assuming the PS3 model holds up this generation, only time will tell....
