Sadly, even the inclusion of Ryu & Ken wouldn't help the financial success of SF3. All versions were technically failures, but 3S sold the most cabs. It wasn't until 3rd Strike Dreamcast, SF 15th Anniv edition and 3S Online Edition were they eventually able to make a profit.
Even tho SF3 started in 97, it was the beginning of the 'Dark Age' of Capcom fighters, as the SF franchise would only remain popular in crossover titles like CVS1 & 2 as well as MVC2. There were so many SF games from 1994 to 1999 that it would make your head spin.

I'm going to refrain from making too many judgments about Chun in the game at this point since it's so early, but to me she feels like a character that initially had too many great tools and they are figuring out how they want to adjust her. They may have found what they feel like the sweet spot is, but they changed her fireball from motion to charge because it was too strong and they changed her V-Trigger because it was too strong. Additionally, it looks like her BnBs have changed quite a bit as well since no one is really going for those aerial combos anymore like she was doing in the first reveals.

Here's the thing, Capcom has lied before about characters in their games, it's not a foreign thing. Okay sure, the whole Sentinel thing was a mistranslation, but they did lie about Hsien-Ko & they also straight-up lied about Decapre (who was guessed by many). And if I recall, didn't one of the UK guys hint at Ken not being in the game, only for us to get Ken at SDCC? All I'm saying is that we shouldn't count Siliconera out just yet, more so since they're 2/4 so far (that plus they leaked Alex & Urien first). Zangief & Dhalsim would just be a lame finish to a rather hype ride, even counting DLC. And neither would really offer much to the story. 1) They tend to be conducted on fighting game enthusiast sites so it's not a random sampling of the game's actual audience but rather a narrow niche. (the biggest reason)
2) People may avoid 'wasting' their votes on shoe-in characters. People aren't going to vote for characters they assume will be in the game anyway.
