Some people are saying Alex and Urien are DLC, based on what? That Siliconera didnt say they were initial roster? They didnt say Karin or R Mika were either. So that's poor logic. Also they leaked Alex and Urien first.

That would be so boring so I hope not. But since they made Spin Knuckle Cammy's V-skill they'll probably go that route. V-trigger would probably be a mixed stance like when using X-ism in Alpha 3.

Why not? It's how they managed SSFIV, after all. The difference now would be that you wouldn't have to pay real money to purchase the characters if you don't want to.
We have to see the prices and method of distribution yet, thou, the pack thing is just wishful thinking.

Plans could have changed since that leak, I'm sure several DLC characters are being worked on in parallel with the starting 16 and that leak happened a long time ago.

I phrased that poorly, I meant Capcom lied about other rosters, not this one specifically. We had this discussion here before, gotta find it, but basically off the top of my head Yatterman 2 in TvC and the whole "only a few people have guessed the character right" comments when everyone and their mother was talking about the possibility of Decapre being the new USF4 character.
Naturally I'm not saying trust X or Y 100%, just take everything with a grain of salt aside from the Ken Bogard stuff for now.
- Ono saying that few people guessed who the 5th USF4 newbie was, when it was obviously Decapre (who many of us guessed).
- Niitsuma saying no more Darkstalkers in Vanilla MvC3 after Morrigan & Felicia, but then we got Hsien-Ko.

IIRC, translators said that the Darkstalkers comment was ambiguous, like "We don't plan on adding any more Darkstalkers than we already have", which wouldn't be a lie. The first comment is just his personal experience, not a lie.
Many random online leak lists had Alex and Urien before Siliconera.
The first one from Ono was more a joke though. You have to consider the tone of the interview, which doesn't really translate to literal text, when it appears like he's being silly/sarcastic.
For Niitsuma, well may have been trying to mislead, but he doesn't do PR on SF.
I have no reason to think anything Dahlgren has said is an intentional misdirection.

Only Ken Bogard and Siliconera guessed 100% all they leaked from what we know until now. The other 'leaks' have been already proved to be bullshit since they didn't include characters now announced, and included in their list characters that as of now aren't in the game.
I'm 99.9999% sure that Alex, Urien, Zen and Laura will complete the 16 characters initial roster unless -something very unlikely- Capcom decides to swap some of them with other DLC character in last minute due to big balancing issues or something like that (not related to the leaks).
We don't have anything else credible pointing to other characters.

We also may be taking PR/Dahlgren's definition of Classic to literally.

Funny that you say that, Capcom backed off from the term "classic" after that interview, instead going for descriptions like "characters you'd expect in a Street Fighter game".

The reason why the leak from Siliconera is believed is because they've been consistently right about this with the predictions as well as some other recent leaks.
Same thing with Bogard. Capcom has given us misleading info before, I have questioned when people accused them of lying in the past but the fact of the matter is they've fed us misinformation.
In this particular case who counts as a classic character is wildly subjective so they may still be misleading us even if it's not thier intention.

It's more on the way people in charge react than anything else. Little details in their facial expression could give a completely different answer than one's words. Clearly Combofiend put on his best poker face to prevent that.
