I like the story and I think it works better than most give it credit for, but I have no idea why Ch. 2 is called "RACE." I mean, sure, I can understand that at some point, the original draft of the story might've had themes along those lines. But in the final product, the bulk of the race themes are in Ch. 1 (the ethnic cleansing operation, etc). I think they had an opportunity to make Ch. 2 feel more focused by simply changing the title card of the chapter so that its unifying theme would be more apparent.
Personally, I think "Peace" would've worked better as the Ch. 2 title. I know that was the original title for Ch. 3, and who knows what that chapter would've entailed, but it would've worked nicely for the Ch. 2 we got, as well.
It'd be used in an ironic sense -- Skull Face is dead and the Diamond Dogs should feel at peace, but their leadership is aimlessly adrift and haunted by past sorrows and a lack of fulfillment from revenge. That's the backdrop to all of these loosely connected incidents that occur in Ch. 2. It's the recurring conversation they keep having. If you think of Ch. 2 as a short story collection following the standalone adventure of Ch. 1, "Peace" would be fitting theme.
It also sounds cool: Ch. 1 "REVENGE" and Ch. 2 "PEACE." They go well together.
Wouldn't fix everything, though.
