I think the theory behind this is that most Fireball characters are very popular ( from that Capcom poll). And most of the grapplers arent Hugo,Honda,Hawk,Abel,Sodom..etc.
So they wanna make new grapplers that people might like and will bring the Zoners via DLC. Sagat,Guile,Akuma,Juri.
They want to experiment with grapplers and make them popular among the fanbase , since they already have staple Fireball characters that they can rely on.

It has only just dawned on me that there is only 1 veteran slot left. Urien and Alex were both on that 'leaked' list. I guess one can be early DLC.
