Nah, that was gen 6. Gen 4 had the best region, best rival, actual new evolution for past Pokémon, best lore, best evil team and the best and hottest Champion.

Diamond and Pearl would be my picks for weakest in the mainline series thanks to their ludicrously slow engine and bad Pokemon selection.

Baby pokemon in general was a worthless concept. Especially when incenses showed up and let you skip them entirely.
