Reasons for Charisma in F4
The Charisma tree is actually insane.
Initially, I didn't have much in Charisma because I just shrugged and thought the following
"Skills for my dog? Meh, whatever, I'll probably use humans and not care much about the dog."
"Shops in my settlements? Meh, whatever, why do I need more shops? I can find stuff to buy at other places."
"Turn enemies passive and potentially protect me etc? Meh, whatever, if you're good you shouldn't need the help." (oh how little did I know... Survival mode is laughing at me atm)
A) The dog is ridiculously powerful. I have had plenty of moments of jaw-dropping and saying, holy shit my dog is actually a terminator sent back in time to fuck up post-apocalyptic bandits for me. And when you skill him up, he can get nutty. Watching Dogmeat single-handedly skullfuck an enemy while you just sit and watch smiling is one of the most rewarding elements of this game, IMHO
B) The shops aren't "just" shops, they generate revenue for you depending on how big your settlements are and once you're running a steady network of settlements and pulling survivors in constantly, you make bank on this. Think Assassin's Creed style passive income, with the initial set-up cost paying for itself ten times over eventually. This feels a lot like that, it may be one of the highest reward-per-point-spent skills in the game.
C) I cannot even begin to tell you how pointing a gun to shoot at something, only to have it suddenly stop rushing you, and then actually turn around and attack his friends instead can just instantly shift the course of a fight. It is a-b-s-u-r-d when it goes off at the perfect times.
Trust me, don't ignore the Charisma tree. Don't make my same mistake. Many levels of leveling it up later in the game in regret did not make me happy, every level up is a huge deal.
I'll write up some other tips when I get a chance post-BlizzCon because I feel like there are a lot of things I'd do differently starting from scratch knowing what I know now, but for now this is my big one.
PS. Once we have maps and guides on where to find the Charisma Bobbleheads, this obviously won't be as big of a deal. Right now, I'm playing without them (and probably would anyway, ...probably... ...maybe) so I don't have that luxury. I suppose you could plan for +2-3 Charisma once those are available. Either way, plan for +1 Perception right away because the first Bobble you find is in a very, very obvious spot very early in the game, and it's a +PER Bobble.

What having a voice actor does for roleplaying is way more of an issue for me than what it means for dialog. I can live with a dialog wheel in a Bethesda game, because I don't come to their games for good dialog anyway.
However I do come to their games for the pretty much endless possibilities they offer in terms of roleplaying, and then what do they do? They give the player character a voice and a backstory. They are breaking rule number 1 and rule number 2 of the "things not to do if you want your players to roleplay" guidebook... It's disappointing and really unexpected, coming from them.
I'm still hopefull a mod can take all that shit out. I mean, some mods remove the main quests of Skyrim and Oblivion altogether, so you don't have to deal with that "chosen one" bullshit, so maybe in a few months someone will have figured out a way to make Fallout 4 a bit more RP friendly.
Does Steam say it unlocks in 1day 6hours regardless of which region you're located in?
Lead Belly would be a must. Getting health back from food and drinks without radiation poisioning would be absolutely necessary. And maybe Chem Resistance. Taking Jet and Buffout without getting addicted would be pretty useful.

So are we able to customize the wife even if we don't use her? I'd like to customize both of them because why not.
Why Int 9? Also I would consider Str 3 for Armorer perk, to get those armor mods.
I thought Nerd Rage sounded useful. I'm not very good at this lol. I though that I'd get the Armorer perk with the bobble head. Are those armor mods only for the Power Suit bttw, or all armors in the game?

Yup. Todd Howard said you can customize both characters and that you play as whoever you are customizing when you leave the character creation screen.

I made up rule for myself "SPECIAL maxes out at 8" because I can use Bobblehead to get +1 and then if I really want 10 then I can pop one level up into that specific SPECIAL. Don't take my word as gospel and do what feels best for you, but I would drop Int to 8, pop that point to Str and then just go with Bobbleheads + level ups. Level ups only if you really want that specific perk.
Armor mods are for any armor you are using. Power Armor customisation comes from finding parts or full sets of other Power Armor models.

Originally I wanted a Stealth Sniper build too but so far Stealth Sniper has sucked for me. A) Enemies see me ten times faster than I see them half the time. I'm about as sneaky as a twenty foot ogre even when I'm trying to be Batman. B) A lot of areas are indoors, in small corridors, with little to any room to try to get a sneaky sniper shot off. You're better off giving them the ol' sneaky blast to the face with a shotgun at close range. C) So many enemies spawn to scripted events, meaning they arent visible initially to sniper shot off, and then bumrush right after you. There was a moment when I had to deal with a group of 8 asshole ghouls rushing me to the face, and it was at that point I had a dramatic re-assessment of my gameplan and decided Stealth Sniper was now going to become Rambo Shotgun
