I'd say to him, if you have an i7 with a gtx 900 series or equivalent, then go for the PC version if you don't mind playing on your computer. personally, I like playing fallout games on the comfy couch with a big TV

That's not true. I know some reviewers who received XBone copies and some who got early Steam keys.review copies are ps4.

it says you can get 2/3 points into perception and intelligence during the night hours.
Does this mean if I make a character with 7 intelligence I will be able to have unlocked and usable perks that would require 10 points in intelligence? then during the day time I WONT be able to use those perks?
