I reserve that rating for AOTC which I consider one of the worst movies of all time. Episode I is more like a 5 movie, but it has to be stated that while Episode I is inferior, it at least tried to be its own thing. Episode VII was basically a rewrite of IV with more modern acting/visual design, reusing the death star plot while constantly prodding to the audience the routine homages. The worst was definitely just running into the millenium falcon at random to me though, the galaxy sure is a small place.
However, all things said and done VII felt more human and had a good mixture of drama and humor even if it was a retread, I just look at things in their entirety. VII is very lazy mixed with ambitious, where as Episode I was full on ambitious but just kind of fell on it's face due to a variety of issues (including but not limited to Jar Jar, under use of Maul, cardboard characters at times)
Here's the thing though, I don't tend to get swept up in the hype like many do, I feel my opinion of this movie will be the general tone people adopt in the years to come, and I know i'm not alone here, just I know some people will complain until years pass, or some famous youtube video comes out to tear it apart and convince them it's actually a lot worse than it really ever was.
I liked the new leads a lot, visual design was spectacular and a lot of the tension was well done, but the constant throw backs really started to bug me, when C3PO just popped in on screen or BB8 just ripped the cloth off R2D2 my eyes rolled and it happens enough that it detracts. I'm a big fan of the movies but i'm not a person who is big on fan service just to have fan service, and I hope episode 8 has all of that out of the system since there won't be a need to reintroduce these characters once again.
