Here's SteamDB's blog about it. Massive caching failure has compromised accounts. Stay away from all Steam store pages until it's definitively fixed.

Caching error or something made literally everyone get directed to an account's account settings page (where you can see the full email, address, country, Wallet funds etc.) from the store.

There was a webserver misconfiguration that caused pages that shouldn't be cached – like people's account pages – to be cached by whatever CDN Valve used and then served to random people. Letting those people see other people's account pages and such.
Or at least that's the educated guess without official word from Valve.
