It was part of the save file glitch I'm sure. Once you can glitch a game enough, you can insert some of your own code given enough time.

The pokemon games, especially gen 1 are so broken apart at this point that you can literally hijack the game's code to do whatever you want. They manipulated the save file to make mew appear there.

you can do whatever you like with this game because of how broken it is
in that instance they just put a boulder with a truck skin, and the mewtwo interactive pokémon that leads to a mew fight

they coded games in the fuckin thing so that's not too big a challenge for them I bet hah
