You don't really hear about a "cultural phenomenon" in Korea or Japan because it's just normal between friends (or comrades, especially in the South Korean army) to physically touch each other (non sexually, of course) as a sign of friendship. Handshakes, hugs, etc. More common in same-sex skinship dealings, but yeah.
